That kind of delivery requires a different discipline to building on a vacant site, and it is worth understanding what actually goes into it.
Although this article focuses on commercial projects, the same planning and communication are just as important during occupied home renovations and architect-designed extensions, where families often remain living in the home while work is underway.
Why Live-Environment Construction Is Different
On a vacant site, sequencing is largely dictated by the building itself. On a live site, the construction programme must also work around the client’s operations, ensuring businesses, schools or public facilities can continue functioning safely.

Staging and Sequencing
The starting point on any live-environment project is a construction program that is built around the client’s operating hours and constraints, not just the most efficient construction sequence in isolation. That might mean staging works into zones so only part of a building is affected at any one time, scheduling noisier or more disruptive trades outside peak operating hours, or sequencing service shutdowns to minimise how long any part of the site is without power, water or data.
Safety and Pedestrian Management
An active construction zone next to students, customers, staff or members of the public raises the stakes on site safety considerably. Clear separation between construction areas and occupied areas, managed pedestrian routes, and site inductions and signage that account for people who are not construction workers all become part of the daily site management, not an afterthought
Dust, Noise and Service Shutdowns
Dust and noise control matter more on a live site than a vacant one, since the people affected are not part of the project, they are simply trying to go about their normal day. Service shutdowns, power, water, data, fire systems, need to be planned, communicated and kept as brief as possible, since an unplanned outage on an operational site has consequences well beyond the construction programme.
Communication Throughout the Build

None of the above works without clear, ongoing communication with the client and the people who use the site. That means regular updates on what is happening and when, advance notice of anything that will affect day-to-day operations, and a single point of contact the client can reach if something unplanned comes up.
Evidence Across Sectors
This approach shows up across a wide range of OMNI projects. At St Mary’s Catholic Primary School, a staged construction program was delivered within a live school environment, with safety protocols and ongoing communication with school staff throughout. At Old Dubbo Gaol, a staged delivery approach maintained public access and safety throughout an eight-month heritage refurbishment, with minimal impact on tourism to the site. At Transport for NSW’s Glen Innes office, a full refurbishment was delivered in a challenging, fully operational office environment.
The same principle applies at a smaller scale too, on the Hendersons Menswear extension, an operating retail shop remained trading throughout construction, and at the Dubbo Airport Cafe fitout, the same live-environment approach applied to a small hospitality tenancy operating in an active airport terminal. It is also the same discipline behind our approach to deciding whether to refurbish, extend or rebuild a commercial property in the first place, since staging around ongoing operations is often central to that decision.
