Value Management in Commercial Refurbishment: The Western Plains Automotive Showroom

In my experience, every commercial construction project has a budget, but the projects that deliver the best value aren’t necessarily the ones with the biggest contingency, they’re the ones where value management begins during design, not after costs have already escalated.

That approach was central to the Mitsubishi and GWM Haval showroom extension, a commercial refurbishment delivered by OMNI Building Group for Western Plains Automotive in Dubbo, NSW.

Although this project was commercial, the same approach benefits architect-designed custom homes and major residential renovations. Thoughtful value management is about preserving the design intent while eliminating unnecessary cost, not reducing quality.

The Project

The brief was to expand the dealership’s showroom facilities and upgrade the building to meet current Mitsubishi and GWM Haval brand standards, with the business closed for the duration of the works. The completed extension increased vehicle display capacity, delivered a modern showroom environment aligned with manufacturer standards, and improved the dealership’s street presence through facade upgrades, delivered to programme with minimal disruption to the surrounding site.

What Value Management Actually Means

Value management is often confused with cost cutting, but they’re fundamentally different. Cost cutting removes quality or scope to hit a target price. Value management challenges assumptions, reviews construction methods and looks for smarter ways to achieve the same outcome.

Where the Value Management Happened

Two decisions on this project show what value management looks like when it is done well.

The first was the ceiling. Rather than removing and replacing the existing ceiling structure as part of the extension, OMNI identified an opportunity to reuse it, saving approximately $50,000 without affecting the finished look or function of the space. The existing ceiling was assessed early enough in the process that this option was still on the table, rather than being ruled out by a documentation package that already specified full replacement.

The second was lighting. An alternative lighting solution was specified in place of the original approach, delivering the same result for the showroom environment at a saving of approximately $30,000. In a showroom environment, lighting is not a minor line item, it shapes how the vehicles on display actually look to a customer walking in, so any alternative had to meet the same visual standard as the original specification, not just the same budget.

Neither decision compromised the outcome the client needed. Both came from applying construction knowledge to specific line items in the project, rather than accepting the first specification as fixed. That is the difference between value management and cost cutting: value management protects the result while removing unnecessary cost, and it works best when it happens early enough in the process to actually change a decision before it is locked in.

Minimising the Closure Period

Value management was only part of the challenge. Because the showroom needed to close for the works, minimising the closure period mattered as much as the cost outcome. A structured construction program kept the works moving efficiently, with trades sequenced to avoid unnecessary downtime, so the dealership could reopen and get back to trading as quickly as possible.

The extension also required modifications to existing structural components and facade elements, which meant close collaboration with engineers and consultants to ensure the new works integrated with the existing building while meeting current compliance requirements, and close work with the design team to meet Mitsubishi and GWM Haval’s corporate specifications for layout, finishes and display areas. Brand-compliant fit-outs like this one leave very little room for interpretation on finishes and layout, so getting the construction detail right the first time mattered as much as the cost outcome.
